This session highlight efforts by the NYC-DEP to foster an atmosphere of partnering on the $187 million Phase 2 Upgrade Project at the Jamaica Waste Water Treatment Plant, where multiple work scopes unforeseen site conditions, vendor delays, numerous design change orders, and stringent completion dates created seemingly overwhelming stresses. Access to work areas, locations of and access to laydown areas, protection of existing plant infrastructure, and limited contractor resources had all contributed to a schedule with minimal float. An array of additional challenges sent the project budget to $343 million and the schedule into freefall. Project team members retreated to their corners and the blame game started. NYCDEP launched a project partnering initiative in which all parties, including the owner, were held accountable; this quickly broke down the parties' stockades and fostered a sense of common purpose.
