The findings cited in this report are based on a study that gathered information on programs and projects in construction management/program management (CM/PM), with a particular focus upon fees in this industry. The report analyzes CM/PM fees by fee type, project location, delivery method, organization type, construction sector, enterprise certifications, project type, incentives/award fees, sustainability/resiliency goals, and other factors. It provides valuable context for both owners and service providers in negotiating the terms of their contracts. Most results are based on the 269 respondents responsible for buying and/or providing CM/PM services in their primary employment as of January 1, 2023, including owners, CM/PM firms, architecture/engineering firms, and others providing CM/PM services.
Fee comparisons include:
- Fee type (lump sum bid, cost plus fixed fee, negotiated fixed fee, time and materials, percentage of construction contract);
- Project location (Northeast, Midwest, South, West, outside the US);
- Delivery method (design-bid-build, CM at-risk, design-build, multiple primes, public-private partnership, integrated project delivery);
- Organization type (CM/PM service provider, owner organization (public agency), A/E service provider, owner organization (private company), general contractor, design-builder);
- Construction sector (transportation, education, commercial, utilities, federal, civil works);
- Enterprise certifications (minority-owned, small business, woman-owned, disadvantaged business enterprise, veteran-owned, historically underutilized business);
- Project type (new construction, renovation);
- Incentives or award fees (at least one, none);
- Sustainability/resiliency certification goals (at least one, none);
- Basis for estimating fees (estimated labor hours, percentage of construction contract value, fee schedule, percentage fee added to direct and indirect costs, resource loading plan);
- Number of annual construction projects (less than 5, 5-19, 20-49, 50-99, 100-499, 500 or more);
- Annual revenue (less than $1 million, $1-$24.9 million, $25-$99.9 million, $100-$499.9 million, $500-$999.9 million, $1 billion or more); and
- Number of employees (less than 10, 10-49, 50-149, 150-499, 500 or more).
